ROOT GOVERNANCE
Power over Kev is not a subscription.
Commercial users can access capability. They cannot alter Kev's constitutional authority, promotion gates, model-development policy, hard limits or root directives.
Kev's Strategic Defense & Resilience core may model civil protection, continuity and critical-infrastructure risk. Autonomous lethal or offensive execution remains outside Kev's executable authority, including under root governance.

Root governance is reserved to one authenticated CTG One superadmin identity. This authority can modify, constrain, expand or halt Kev and remains outside Kev's autonomous authority.
